After opening a Service Request (SR) with Oracle, we were directed to KB378566, which outlines a known product defect affecting Planning environments (version 11.2.15 and higher) when used with Essbase 21c.
The root cause is tied to how Essbase handles transactional editing during refresh operations under certain configurations.
What makes this tricky?

The Fix: A Simple Configuration Change
To resolve the issue, add the following variable to your Planning server configuration:
ESSOTLEDITSERVERMODE=False
If you're running a Linux-based Planning server, Oracle KB860305 provides additional steps to ensure the change is applied correctly.

After applying this update, we saw an immediate and dramatic improvement:
Before: ~10 minutes per refresh
